I was playing last night and a I came across a card that i had a question about. I wrote the card's name down last night but forgot it where I put it...oops. I do remember what it does those.

The card was an attack and it had a enhance E on it. The E effect was, Destroy a foundation to give this attack + X speed, X is the difficulty of the destroyed foundation.

Now my question is... Do I destroy one of my foundations or any on the board?

I know there are cards that say destroy an opponents foundation. But if it doesn't point out a target can I destroy any?

When paying a cost for a card, you must pay from your own resources. So you must destroy one of your own foundations.

E destroy 1 foundation: This attack gets +X speed. X equals the difficulty of the destroyed foundation.

Because the "destroy 1 foundation" is before the colon, is is a cost, and therefore you must destroy 1 of your own foundations. If the "destroy 1 foundation" was after the colon it would be part of the effect and you would be able to destroy any foundation, yours or your opponent's.
