With Catherdral of Sigmar ( http://deckbox.org/whi/Cathedral%20of%20Sigmar ) or The Great Guild Hall ( http://deckbox.org/whi/The%20Great%20Guild%20Hall ) - once all their resource tokens are removed, do their "Then if there are no resoruce tokens on this card..." effects trigger at the start of every turn (of their controllers) for the rest of the game, or is it a 1 time effect?

1 time effect, because then only resolves when a token is removed. You have to put tokens on them to use them multiple times.
