Okay its never been the case in vanilla descent but it has come to my attention that gaining 1 threat from each 2 surges during an attack could mean a potantial huge amount of threat for the OL (mainly me). So am inclined to ask, is it for each to Surges or For 2 surges per attack, that the OL gains one threat?
OL Threat from Surges
For every 2 surges the OL rolls on a successful attack (i.e. not a miss) the OL gains 1 threat. Yes, the OL can get multiple threat on a single roll. That's one reason why Dark Priests are an OL's best friend. (They generate one threat per surge.)

My thoughts exactly, but that gets really dangerous in RtL XD...yay me !!!
