Does this text only trigger after the card has been played? Or do tags that the Runner already has when the card is played also trigger the effect, give that the Runner, in fact, already tagged?

"If you are tagged" means "If you have any tags", not "If you just gained a tag", so DLR will work at any point DLR is in play and the number of tags you have is greater than zero.

It's a really fun card; get it set up early, then account siphon when the corp is on 5 creds. DLR for three clicks, then the corp can either click for 2 and trash DLR, or let you spend your next turn trashing more stuff [/evil laugh].

Actually managed to make a semi-efficient milling engine with this card; kept running through Data Raven, beating the trace and then removing tag on click 4 (until I ran out of cash anyway). Later on pulled the Account Siphon trick (after I'd seen two Scorched Earth in archives). Only time I've ever decked a Corp
