SD Production Limits

Is SD Production per action or per round? Let's say I have an SD with a limit of 5 units. I activate the system, build a carrier, 2 fighters, and 2 ground forces. Then later, either through the original Warfare SC, or the Production SC can I produce more units at the same dock?

As far as I know it's by action. So if you got to produce at that space dock again, by say production, then you would again have a production limt. (If you are using the secondary of production of course you already have a limit of 3 units)

It is by action. So if you are able to produce multiple times at the same SD during one round, you may do so.

And Sarween Tools is every time you produce, so you can double dip on that as well...

I agree it is based on the ability toa ctivate the system. If you can remove the counter and re-activate the same system, you can produce again with full production capability. The same way ships can move again if you can find a way to get the counter out of the system they moved into the first time. The only thing preventing these actions from being repeated is the command counter.

On the flip side, of course, if you can force an enemy to put a CC in a system he hasn't used yet, you can lock down any units and SDs therein.

Yeah, but the Diplomacy II SC requires you hold a planet in system, and Signal Jamming IIRC expressly forbids it being played on an enemy home system. So at least one SD is gonna be untouchable short of blockading the system
