Maybe I am just to preprogrammed on how video games do this but if someone upgrades the first level skill (5 exp point) can they then upgrade the one right below it or do they need to upgrade that first skill a number of times? I am confused on this part of the beginner game.

Every box on the talent tree is a single time purchase. You don't get them multiple times
