IMO, I would have taken 1 or more characteristics to 3, since you cannot raise them after character creation, except with specific talents.

I would have buffed three characteristics to 3 (Agility and Cunning for sure, maybe Brawn as well) and spent the remaining XP on skills and talents.

Yep, ditto on the characteristics buffing. IMHO, if you just want to get something done, GGG is better than YG, though it's tough to argue against YY.

Still, there could be something appealing about playing a "totally average" character, the kind of nondescript person you'd never suspect was a lethal assassin...well, lethal *someday* after a lot more experience and skill development...

It says that the GM determines when XP may be spent. To increase a characteristic after character creation requires the Dedication Talent found at the bottom of the Specialization Trees.

You are correct Rules As Written you may not start the game with a skill rating higher than 2 nor a characteristic with a rating higher than 5.

In my games, I flat out mandate that at least 80% of starting xp be spent on characteristics. My players grumbled a bit about it, but after a few sessions went back and rewrote them even higher.

and depending on the type of assassin you are looking to play, I'd go with 1 ranged skill 1 "close combat" skill and determine how you make your kills: are you a socialite? charm/deception/medicine (for poison use) do you prefer to hit them from a distance? vigilance/Ranged Heavy. are you more of the subtle knife (assassins creed) athletics/stealth/coordination/melee.

I'd advise focusing on 6-8 skills and flesh out the others after you get a feel for the character.

No, that's only for skills, and besides, wouldn't make sense for all the species that start higher, like a Wookiee with 3 Brawn.

You'll have to provide a page reference for that...because, no, characteristics are only set at character creation, and you can only boost them with the Dedication Talent found on every Talent tree.

Only skills cannot be taken above 2. Characteristics it's 5

If you are happy with the stats leave them. It could be your character isn't currently up to the standards of the mandalorians and wants to prove he has the stuff.

see this is why I'm glad I put it up this is why I love this forum everyone's so helpful. I wanted to show crixis (the mandalorian that trained me) that I have worthy skills to keep my oath to him and uphold his legacy. I will go back in bring my characteristics (brawn, agility, and cunning) to 3 in that still leaves me with 20 xp left over the still take dodge and stalker.
