Again, Only War is practically DH Revised Edition (only from the mechanics' POV, but that's what we're discussing here) - there are many changes, but it's fundamentally the same system and the things that worked in the previous game will work about the same in the new one, and a decent familiarity with both of them will allow for on the fly mixing and matching content with minimum hassle.
Meanwhile, DH2 is a completely different system disguised to look superficially similar to the old one, but even a cursory look will reveal the depth of changes. Characteristics operate on a completely different scale now, damage is resolved in a different way, action economy in combat is completely different... pretty much every aspect of the rules has undergone profound changes, and trying to swipe things from the previous system will have some unexpected effects unless those differences are meticulously analyzed and accounted for beforehand. Which they won't be, because at the moment, nobody has the degree of familiarity with the new system's metagame to intuit how it will react to various things.
In short, it's much more complex than you appear to think it is, whereas mix-matching DH1 and OW content is much easier for an experienced player than you make it out to be.

The best conversions from DH1 indeed better be done fluff-wise with an inspiration from the former mechanics.
