It unclear to me if elite advance cost is still counted toward next rank. Unless I am mistaken it would not have been under DH 1 rules, But I don't see any rule in DH 2 beta that would prevent it from counting for rank purposes.

Yeah, there's nothing to say it shouldn't count, and I can't see any balance reason for it either.
