Who will choose? the owner of these cards or BY EACH PLAYER? its kinda confusing the phrase, BY EACH PLAYER..

Who will choose? the owner of these cards or BY EACH PLAYER? its kinda confusing the phrase, BY EACH PLAYER..

The person resolving the effect gets to "Choose", as he triggered the effect which instructs him/her to choose. The by each player means that this choosing is performed on cards owned by every player at the table.
