The talent states "Whenever the character reduces the amount of strain a starship or vehicle suffers, he reduces one additional strain per rank of Fine Tuning". Looking at it, I think it means "suffered" because I can't seem to find anyway to reduce strain as it happening. I know the difference is trivial, but it threw me for a loop. Does this seem right, then?

I'd guess it means when you use Advantage to recover a strain, you can use Fine Tuning to recover 2 strain?
You can't use advantages to reduce system strain (only personal).
I read it as when you perform a Damage Control action (or something like it), you reduce system strain by one additional point (since the action only reduces it by one).
See, I didn't think that at first because the damage control action uses the term "recover" and the Fine Tuning talent uses "reduce".
Yeah, the wording is really off.
I see it as the system strain version of Solid Repairs.

I guess what we're really trying to determine here is if the Fine Tuning talent reflects a character's ability to perform more finely tuned repairs or if it reflects their ability to finely tune a machine so that it doesn't suffer as much strain.
If the above mentioned instance is not a possible use of Fine Tuning then the only time I can see it being used is with the Damage Control action (as mentioned in the previous comment). This seems to be a pretty low milage talent then if you can only use it when preforming Damage Control....

I think it is only supposed to be used with Damage Control, and is the System Strain-related counterpart to Solid Repairs.
What I think you're asking for is a System Strain-related counterpart to Resolve except that you also want it to apply to voluntary spending of Strain (which Resolve does not allow). That is far too advantageous, especially for a ranked talent.
What HappyDaze said. There's already an attachment that somewhat replicates the effect of Resolve for starship, but only when hit by ion weapons and not when suffering general system strain.
