This objective says that when I play a VEHICLE unit I can discard X amount of cards from my hand to reduce its cost value to one.

Is this optional or is it required every time I play a vehicle unit?

All interrupts and responses are optional unless they are preceded by the word "Forced".

(and each card reduces the cost BY one, not TO one.)
