so i was playing with a friend and i used test run to fish out femme fatale, then scavenge that same femme out of play and back in play to make it stick in play. he did not think it worked like that so we compermised and kept playing. the questions are:

1. can you Scavenge the same program out of play and then back in, or do you target the effect of the card before paying the cost?

IF SO...

2. does nettrunner have card memory...meaning is the program that was fished for by test run no longer in play when scavenge trashes it, even if then scavenge puts it back in play allowing it to stay in play and not have to be put on top of your deck at end of turn?

Your play works exactly as you intended (confirmed by Lukas, answer is somewhere on Board Game Geek). The program you trash for Scavenge trashes before you pick a program to install from your heap, so you can install the same one, which enters play as a brand new copy.

More broadly, Netrunner does not have card memory. Once a card leaves play for any reason, it forgets everything that happened to it. If a new one comes into play, it's treated as a brand new copy of the card (even if it is very obviously the same piece of cardboard).
