I have no skill in deck building, but I've been wondering if a quality, no core deck is possible at this point(besides C&C pre-built decks). Both Runner and Corp. Thoughts? Deck lists? Links to existing? Whatever?

No. The core set has too many essential Agendas, ICE, Operations, Hardware (Consoles) that go in pretty much every deck.
The decks in C&C are so full of utter failure (at least the corp deck is). The runner deck in C&C is passable if you get lucky draws against an opponent who isn't taking the game overly seriously.
I still thing two core sets is pretty much required for competitive play....and at least one is required for fun, casual play.

The list goes on and on, I can add another 30+ cards to the above list. Seriously, if you don't have the core set, there is no way you can compete in either a competitive environment or a casual environment.
1 Core is required for casual, but 2 is nice to have.
2 Core is required for competitive, but 3 is nice to have.
