ln a four player game the monster limit in the Outskirts is 4. When you add another Monster to the Outskirts is it returned to the cup or are all 5 Monsters returned to the cup.

When you add a monster to the Outskirts that exceeds the Outskirts limit, all those monsters go to the cup. Increase terror level and so forth. Any more monsters then go to the Outskirts.

So if you have 7 monsters on the board and 3 in the Outskirts, let's say you get a surge for 4 monsters. Two would go to the Outskirts, thereby exceeding the limit. All 5 in the Outskirts are returned to the cup and the terror level goes up. The remaining two monsters then go to the Outskirts.
