Imperial Blockade is in play. All dark side objectives are exhausted. I play Undercover operative. Is the cost increased by one and then reduced to zero, or is it reduced to zero and then increased by one?

Agreed. This falls under applying cost modifiers before playing a card. The lastest FAQ reads,
" (2.8) Simultaneous Effects Conflict
If the resolution of two or more simultaneous effects
would conflict with one another, the active player
determines the order in which the effects resolve."
So DS increase the cost by 100, but LS will reduce it all the way to 0 if each objective is exhausted.

In summary, the absolute value adjustment (reduction to 0 cost) trumps the incremental adjustment (+1 cost from Imperial Blockade). You could have +99 to cost and the Undercover Operative would still cost 0 if all the DS objectives are exhausted.
