Two easy questions. Need answering before void event ( March 28th)

Heya guys.

I have two simple questions i ned answering regarding who can respond and when!

1) My opponent is RYU. He plays a ryu's ashura senku into his pool, he also has a blind stance and rat chaser in his staging area.

If he uses Blind stances' F as his second F can I respond and resolve CHun-li's R that states: After your opponen'ts second form play 1 non action from your hand. OR would he get the choice to use his rat chaser's R before mine? Thus killing me ¬_¬

2) Same scenario but he F's Blind stance. Could I then respond rat chaser before he does or does he get to choose since it's his turn?

Chun-Li's ability to play a form doesn't actually happen until the form is resolved, including both of the players drawing cards, and then responding (with Rat Chasers) to the other player drawing cards. So yes, if he wants to respond with Rat Chaser, it is before the timing window of Chun-Li, so it could kill you. For your second question, if both players would like to respond during the same window (such as "after your opponent draws cards" caused by the Blind Stance), the active player (AKA, the person playing forms) gets the first chance to respond. So, in this situation, you'll be getting the short end of the stick no matter what.
