E This attack gets -2 damage: Your opponent must discard 1 card and destroy 1 foundation. If they cannot, your opponent may not add any foundations to their card pool or staging area during their next turn.

My question is the "must" vs. the "cannot". If the opponent has no cards in hand, for example, would they still destroy a foundation? Obviously, they wouldn't be able to add any foundations to their pool or staging area next turn, but would the destruction (or, in the case of no staging area, discard) portion of the effect still come into play?

my understanding would be apply do as much as you can to the first part and since you cannot do both parts the second sentence takes effect and you screw your opponent over completely

Yup, that's how Devil Reverse works. Generally the idea is to use it when your opponent has 0 foundations, so they absolutely cannot fulfill the requirement (e.g. turn 1).

I just thought of this follow up question.

Can ***Adon*** respond to the paying of the cost for the enhance on DRev? And, if so, does this fall into the same category as Dhylec + Ibis Minuet, i.e., "the cost not paid"?

Yes and yes. Neat catch there, I totally forgot that the -2 is a cost...

Fascinating! This means that Adon can respond ANYTIME an attack gets a damage penalty as a cost to pre-emptively "negate" the ability (as the cost is not paid).

It's not useful in that many situations, but it's still AWESOME.

you could also use Holding Ground offensively to get the damage back up to 2 when the oponent decides to not block a 0 damage attack.
