Are these correct.

lf you have a +1 Sneak & your Characters Sneak skill is 3 this gives you a total of 4.

lf you fail a Sneak test while you have a Skill card for +1 Sneak you can spend 1 clue token, do you roll 2 dice instead of 1 in this example.

That would be correct.

The card gives +1 Sneak, and when you use Clues in regards to Sneak, you roll 2 dice instead of one. Because the Bonus is for Sneak, it also applies to Evade Checks. If you had something that gave a Bonus to Evade, it would NOT give a bonus to Sneak. That ruling applies to all the Skills and Checks.
