Will the next cycle of data packs require Creation and Control to use?
I know with some packs for LOTR card game you need a delexe expansion to use it.

No it won't. FFGs non-LotR products do not require anything other than the Core Set to play.

At this point, probably not even the core set is required, more like strongly recommended. 
I would say the Core Set is still required. It has too many good Events, Operations, ICE, and Identities.
