Is the databreaker considered slicer gear?

Meaning, can my slicer us just the databreaker to slice, or do they also need "slicer gear" itself? If only because of the whole bit about gaining more Boost dice, I'm assuming a databreaker could be used alone.

It says that it gives you 2 bonus dice, as opposed to just one bonus for having the right gear for the job, so I'd consider them to be just an even better version of general slicing gear - it's twice the cost of normal slicing gear, and is illegal/restricted, which means you can't buy it at character creation.

The reason it's even an issue is that a player wants his slicer to have one built into a cybernetic arm, which I'd allow. Add in a brain implant and you've got one helluva slicer!

Where does it say illegal/restricted gear can't be bought at character creation? I know most of it is to expensive, but things like the Data Breaker or a Light Repeating Blaster are in range.

I'm not sure if it's restricted at character creation, but if it's illegal/restricted/etc then the black market price is likely to be waaaaay more than a starting character can afford.

The book says (somewhere) that players can only buy Restricted items at creation if the GM says it is okay. So if he wants one, and you're fine with it, go nuts.
