Finish him!

So, we ran into this yesterday- mook fights that last longer than they were supposed to.

Keeping in mind in that were playing by the rules, and not really giving any GM fiat any room [spoiler alert, we failed :P ]

A lot of the wound effects on the Elite mooks disabled them for one round, extending them combat for an extra turn without any reasonable effect.

So, One of my players propose a "Finish him!" mechanic- spending action points equal to the rate of fire/attack of your weapon would allow you to instantly kill a stunned or a Prone & dazed elite, saving us an extra round of pointless combat attacking a target that's for all intents and purposes already dead and isn't very likely to do anything all.
