Surge removal and Fire Breath

Alright, so in the OL and was using a monster with Firebreath. To activate it I need to roll a surge. One of the heroes (Andy) has an ability that lets him cancel a surge on any attack that targets him.

Here's the question;

If I attack another player (Bob) and roll a surge, I can use Firebreath. If I count out four spaces and attack Andy, he says since the attack is now targeting him he can get rid of the surge thus negating the Firebreath.

I think it only works if you're the Single target of the initial attack.

The attack targeted the first player and the firebreath reaches the second, not targeting. Very much like blast works

And as the other thread said, the surges have already been spent, so they cannot be removed now that the attack hits the second player, even if it did work that way.
