Ackbar and his ability...

Hey guys. I watched a game where Ackbar was about to be played and have a question to throw at you. I admit it's kinda nick-picky, but thought it was worth an ask...

Card text as follows: " Action: During an engagement, play this unit from your hand as a participating unit on your side."

Now my question is as follows; if the LS is the defender and has not actually declared defenders to the DS attack, can Ackbar still be played.

What I mean is, the text says he can be played as a participating unit, so therefore, if there are no defenders declared, he has no-one to participate with. I would think that there needs to already be a unit(s) declared for Ackbar to participate with.

So, what do you think?

The first action window during an engagement is after the objective and the attacking units have been declared, so by the time the first action window is open, the objective has been engaged and the engagement has started. Ackbar can therefore be played during this first action window as it satisfies the criteria "during an engagement". It's irrelevant whether defending units have been declared or not. Ackbar's participating in the engagement as a defender, and may be joined by other defenders later.
