So I just got back from the comic book store and opened up a booster of SC: A tale of Swords and Souls, and all the cards were holographic rares and ultra rares. Im fairly new to the game and I havent heard of this occurance happening before, can someone tell me if this has happen to them before? What are the chances of this happening?

Actually, back in A Tale of Swords and Souls, it was closer to one God Pack per box. In newer sets, like Flames of Fame, it's as Homme Chapeaux (Hatman) said.

Also note that A Tale of Swords and Souls, while legal in Legacy tournaments (and fun games with your friends) is not legal in Standard tournaments (as that set has cycled out). Still, it's a great set for getting to know the game, and internally, the set is balanced. This means that Raphael, Kilik, and Setsuka from that set are all about equally crappy. But for sealed deck and draft, it's great.

The best cards you can probably get out of that set are Bo Rush and Tiamat's Rampage. They rock.
