My group currently has two characters who are dual wielding blasters, and aside from the fact that there aren't really many good blaster mods, the question came up about what to do if both pistols have Blaster Actuating Modules, and if just the off hand does. Now as far as the rules are concerned they state that you take the harder of the two difficulties when making the attack roll, so I ruled that the set-back die would apply anyways, but I'm uncertain how to rule as far as the double option. I'm reticent to even further penalize blaster users compared to rifles, but I'm willing to see what others have to say on the matter.
Questions concerning Two-Weapon Fighting
I would give them one setback die for each module if they were dual wielding. And, if only the offhand one had it, I would still give them the setback die, as long as they were attempting to fire both blasters per the dual wielding rules (i.e. increasing the difficulty by one to get the option of triggering the second attack) If he concentrated on just shooting the non modded one, I wouldn't apply the setback. Dual wielding/auto-fire is VERY powerful. Almost a little too powerful in my opinion. I'm considering adding some kind of incentive to using a one-handed weapon with two hands.
