WFRP Action Cards - Ranks?

Friends and I have just started a WFRP game, with myself as a "Beginner " GM for WFRP, and I was wondering where on the action cards (if it listed) the rank of each action for characters in the game. Am I correct / incorrect to assume it is the number in the top right corner (hi-lighted in blue lettering) is the rank of each action, and that beginning characters can choose any action with a "zero" listed on that particular action card, assuming that there are no restrictions on that card that would prevent them from selecting that action for their character (ie magic spells, divine prayers etc.)

Any help would be most appreciative!!!!! I could not find anything in the core rulebook to help our group along.

Coreset rulebook, pg. 49, "Anatomy of an Action Card" should answer all your questions. The number on the right is the recharge rating of the action. Most actions outside of Spells and Blessings do not have a rank restriction of any kind.

(I'm sure the same page is reprinted in the hardback Player's Guide but I don't have a copy so I can't give you the page ref for that one.)

Thanks very much, I actually just found the "anatomy of an action card" as you mentioned, I must have overlooked it, as the only reference I could find at the time, was for choosing actions during character creation (pg.31) and again for character advancement (pg. 35)

Also, some cards have a rank listed as traits. The rules say that traits doesn't have any rule or restriction in themselves. They function as hooks to other mechanics that reference them. But they are a fertile ground for house rules.

If I'm not mistaken, there isn't a rule that says it's harder to acquire a Rank 2 action. There's a suggestion regarding spells, though: that a PC must pay one extra advance for each Rank above his own when he is buying a action.

I would simply use that rule for any action.

Just to add, the Trait restriction to Ranks is not a suggestion, is actually a rule, it's written in a sidebar at Player's Handbook page 63.
