Any Phase: Pay 1 gold to look at the top card of an opponent's deck. Then put that card either on the top or bottom of his or her deck.

...is kneeling, can his ability be triggered?

From rulebook: "Only cards that are standing may be used for actions that require kneeling."

What about knelt characters?

Any Phase: Kneel 1 influence to have attached character lose 1 icon of your choice until the end of the phase.

How many times can we trigger their abilities? As long as we can pay cost?

1. The only time you can't trigger an ability is if you can't pay the cost, there are no applicable targets, and you have reached the built-in limit of the ability(eg. "Limit 1 time per phase."). Raff the Sweetling doesn't need to be standing to trigger his ability because the cost is only to pay 1 gold to trigger it. Therefore as long as you have gold, you can trigger his ability. He can be standing or kneeling when this happens.

2. You can trigger an ability as many times as you can pay the cost to trigger it as long as it does not have a built-in limit. See Make an Example for an example of a built-in limit.

" Response : After you win a challenge and count 8 or more total STR,claim 3 power for your House. (Limit 1 per phase.)"

The "(Limit 1 per phase.)" is a built-in limit so unless something like this is part of the effect, you can trigger it as many times as you can pay the cost.
