I have decided to pick this game up....

How many copies of core do you need for a FULL set.. so I can field the max number of any given card?

Do any of the Deluxe sets need 2 copies for same reason?

Are any of the cycle packs need multi copies?

If you want every card in three copies, you have to buy core set, Assault on Ulthuan deluxe expansion and the first cycle (The Corruption) three times.

Wow.. that is crazy! So 3 copies of Assault on Uthuan, 3xCore and the corruption Cycle was never reprinted? Hmm... wow. I thought CoC was bad with Dreamlands not getting a 60 card print and Arkham x2 and Core x3... this is even worse!

So what is a good starting location for a new player? I usually get a full collection but the outlay is very expensive for a older game like this.

I am attracted to Chaos.. are there any packs that introduced new factions after the core set?

I think getting just the deluxe expansions may be a good start.

The game has introduced four neutral factions (two for order and two for destruction), though they have to be combined with an existing faction to be playable - but one upcoming deluxe expansion will flesh them out into full-fledged factions with their own capitals. Assault on Ulthuan also added High and Dark Elves as new factions - while they had some cards in the core set, AoU added their capitals and made them a complete factions.
