Whirlwind of Death query

Hello, all!

We just started playing in the 40K roleplay universe, and one of the weapons specialists I created has the wonderful ability of "Whirlwind of Death."

Now here's my question about it: it states that when attacking more than one foe in melee, you get one extra attack per foe you are facing, up to your Weapon Skill bonus. Okay, fine, got that.

However, do you have to use those extra attacks against a different foe each time, or could you attack one foe more than once (or with all the attacks)? It seems to lean towards the idea of striking a different foe with each attack, but doesn't actually specify that. Anyone have any ideas?

It's meant to hit a bunch of foes one time.

For attacking the same person more than one, your player would need Swift Attack, Lightning attack or two weapon fighting (Or a combination for truely massive amounts of hits)

I kind of figured that was the idea behind the rule, but I thought we better get it clarified before any issues came up around it.
