Weapon Mod - Blast

So the Blast mod on a weapon isn't very clear to me. The rules for Blast (pg 155) do not give a clear indication of how Blast quality is activated.

If the attack is successful and Blast activates...

But the rule does not cover how it actually activates. Only mention is later that if the attack misses Blast can be activated by 3 advantages. So what if the attack succeeds? Does Blast always activate? Am I missing a mention somewhere else in the rules?

If nothing else is written, it takes two advantages to activate a weapon quality.
