What exactly is it? Has anyone used it? It sounds, on paper, like a chose-your-own adventure thing, or even a set-up for Call of Cthulhu or Mansion of Madness arrangement. Anyone know how to utilize the Casebooks?

Very much so. On a scale in which 1 is a board game and 10 is a role-playing game, you'd have something like Arkham Horror=2, Mansions of Madness=3, Arkham Investigations=5, and Call of Cthulhu=10.
