If ICE is reduced in strength through various means to zero, do you still need to break the subroutines?

Such a rule would make ICE with 0 base strength useless pieces of junk. Why would anyone pay 4 to rez a Rototurret? Why would Wyrm even have a routine-breaking ability (even though you probably don't want to use it)?
