Not in the usual sense of committing cards to pass the check. If you have foundations/characters with the effects of altering checks (Like Forethought or Soul of Ling Sheng Su), you can use those, but otherwise you can't commit foundations/characters if the check is too low.

The ability does not call for a control check against "difficulty", so stamp for Cascade.
