If he dies and you trigger his response, you have to immediately, if able, do a military challenge as your next player action. This is whether you're the active player or not, and if you haven't done a military challenge yet that phase, that would be your only one, I believe.

Here is a link to a thread when Lucas was released: http://www.fantasyflightgames.com/edge_foros_discusion.asp?efid=18&efcid=4&efidt=476094
Lucas's ability does not have to be used immediately, but you lose the effect if you initiate an action other than the MIL challenge in any Player Action window. For example, you chump block a POW challenge with Lucas. Your Targ opponent wants to win unopposed, so he burns Lucas in the Player Action window prior to the challenge resolution. You trigger Lucas's Response while morribund. If you then trigger Grey Wind to kill the attacking character, you just forfeited the MIL challenge opportunity provided by Lucas. Since the FAQ tells us that a challenge cannot begin in the middle of another challenge, one must wait until the challenge resolves to initiate the MIL challenge.
Secondly, although the effect does not specify that the MIL challenge is in addition to the normal MIL challenge during the Challenge phase, it is. This is because normal challenges are initiated in a Framework window, not a Player Action window. Therefoe, it does not count as your normal MIL challenge that phase.
