I would like to clarify am I understanding the rules correctly. that unless starship takes 2 system strain, pilot is limited to 1 Pilot only maneuver. Does it mean that unless ship takes strain the only possible action for pilot (if he can't shoot) is gain advantage or some non-pilot stuff like checking sensors?

I don't have the book in front of me, but I'm pretty sure the pilot can trade their Action for a second Manuever, which can then be used for another Pilot-only Manuever.
He can but the ship will suffer system strain (pilot himself will not though) according to RAW: A starship <skip> may benefit from one Pilot Only maneuver in a round, and may benefit from a second Pilot Only maneuver if it suffers two system strain
Later there is a sentense: In addition single pilot can stil benefit from two Pilot Only maneuvers, but the pilot must suffer two strain (or downgrade his action to a maneuver
As I understand this means the ship will always suffer strain but the pilot follows the same rules as in non-vehicle combat.
Yeah, this represents the ship being pushed beyond its means (the Falcoln flipping out when Han gets himself into a bad situation).
