-Can the maester attach more chains?
-The chains after bastard are discarded?
-Can his controller play more attach after bastard? or are discarded?
Thanks.

no
can't be attached in the first place
it's cannot, so the playing of attachments on said character cannot even be initiated.
sorry but the Bastard refers to "played", and several effects as Pale chain refer to "put into play"

You've answered your own question.
Bastard does 2 things (well 4, but two of them aren't relevant to this discussion).
1) After you play Bastard from your hand, discard all other attachments on attached character
That seems fairly self explanatory. When played, it will (attempt to) discard all other attachments on that character; they can still be saved (or could be immune to attachments, or cannot be discarded like Northern Steel) - those attachments would remain. This portion of the text is ONLY relevant when you play bastard from your hand, not if you a) put it into play, or b) as it stays in play on a character. It will *not* discard any further attachments later in the game unless it's played again.
2) Attached character cannot have attachments played on it.
Also seems fairly self-explanatory. You're right that "put into play" (eg ambush, pale steel link) abilities are unaffected by this restriction (as are shadows attachments). I'd have to double check to see whether attachments like "He calls it thinking", but I'm almost certain they wouldn't be affected either. This could be bypassed by blanking Bastard.
It means that you can't actually even attempt to "play" an attachment on the character; so they wouldn't get discarded for trying (you can't actually try).
