Can I play a 0 cost card like Dark Precognition if I don't control any Sith resource generating cards? My guess is yes, but I'd like a confirmation. Thanks in advance!

Rules, pg 16, "Cards with a resource cost of “0” do not require a resource match to play."

This holds even if the printed cost is greater than 0 but you can get it down to 0 via effect.
