Are these kits only available through retailers? Which LCG's are they for? Will they become available on Print on Demand?

Only available TO retailers, not FROM retailers. Unless for some reason they decide to give/sell you one, but that's not what they are for. They're for stores to use as rewards for league play and tournaments.

All of them (I'm pretty sure).

Will they become available on Print on Demand?

No
