I have a question (actually 2 questions).

Before Plots are revealed,

1) Who is the 1st Player?

2) What is the claim # of each player?

Are they all same as the previous round?

A revealed plot becomes used when a new one becomes revealed, not at the end of the round (so there is a revealed plot to provide a claim value). The first player also stays first player until a new one is chosen.

At the beginning of the game, the first player is determined randomly (the first player decides whether to mulligan first, among other things). When you have no plot revealed, your income, initiative and claim are all 0 (though modifiers apply).
