Do u "have to" or "may" send a representative to the councile ?

and if u may send one, in which order of play do the player send them ?

Everyone Must send a representative.

Everyone selects their representative simultaneously and secretly.

Once everyone has chosen a rep, from speaker clockwise one at a time, you reveal if you chose a spy, if you have, you reveal it and choose a player/rep if the spy requires it.

Once that is done, the remaining reps get revealed
