TLDR version: NBN had a much stronger presence in Philly than it did in Baltimore, with HB: Engineering the Future remaining strong. In contrast to the criminal-dominant Baltimore scene, Philadelphia had many more Anarch decks.

Players in NY and Philly apparently run Neural Katana in their HB decks. Who knew? I certainly found out the hard way.
