I've read a few places that NACH can be used to avoid the tag from Data Raven, but this doesn't seem to make sense to me. Data Raven says the runner has to take a tag or end the run, if the runner avoids a tag they're not actually taking a tag and not satisfying data raven's condition. Just as it is logically impossible to take a bullet to the chest and afterwards avoid it. It seems to me that a tag is either taken or avoided, not both.

Taking the tag is not a cost, it is the result of a choice to either take the tag or end the run. The runner makes the choice to take the tag, not end the run. They then pay two to avoid the tag. Avoiding the tag cannot "retcon" the choice that the runner made to deal with Data Raven's conditional ability.

My point is that the instant the runner chooses to take a tag from data raven it is a matter of 'removing' a tag not avoiding it. With NACH you can't remove a tag at any time, that's why it says 'avoid'.

I'd have to agree with this.

Sent this in to FFG after you've made me doubt my own reasoning, and Lukas confirms my explanation:

Thanks for the question. You are choosing the option of taking the tag or ending the run. If you choose the "take tag" option, then the "end run" option is not resolved, even if the tag is avoided.
