Countering the psyker

True enough, but in my personal interpretation of the 40k-verse only another Psyker would actually know this. By pure theory, a PC Psyker doing any of their powers is already, essentially, sanctioned Heresy, while an opposing Psyker using his powers against the PC's is most likely a heretic Psyker and to be put to death either way.

So unless there's another Psyker around, or someone with strong Forbidden Lore: Psykers, I doubt the Scum or Arbitrator in a group would know there's actually a real difference between a Psyker telekinetically catching bullets or him wading through fire without being hurt. To them all Psychic powers are basically the same deal. Weird warp-y stuff that's beyond their comprehension.

From this point of wiev - yes, no problems. But first Psyker must learn this rare power somehow.

The usual means to take down a normal person apply to a psyker:

Suprise,

traps,

robbing of senses and

superior numbers.

With the usual limit of only 1 power per turn he cannot prep himself for all kinds of attacks, and even when he has layered on several defenses he is neither invulnerable nor as destructive as before.

There are several little things to incapacitate the psyker:

The meanest Minor powers that hurts him is Weaken Veil (CRB). Dare him to roll his 6 die when each has suddenly tripled his chance for phenomena.

Want something with more range but below a sniper rifle? Bolas, both thrown or as ammo for shotguns. When he lies there on the ground and cannot get out due to low stats he could burn them off ... and set himself ablaze or ruin his whole equipment with Holocaust.

Once his equipment is ruined use a flashbang.

Stun weapons also should do the trick when he is not heavily armored.

And when he uses Holocaust for enemies at that close range i doubt he puts much money into that.
