City of Secrets and shuffling the deck

City of Secrets reads:

When revealed,shuffle the top X cards of your discard pile back into your deck. X is the number of City plots in your used pile.

So, if I have 0 city plot cards in my used pile (or if I have 0 cards in my discard pile), do I get to shuffle 0 cards back into my deck, thus effectively shuffling my deck? Or am I not allowed to suffle the deck when I cannot shuffle cards back in it?

I wish the search function worked better for this. This goes back to an argument I was having with Bomb on Shuffle(0) vs. Shuffle(Null).

I am unsure of TO concensus at the moment, but will talk theory on it.

In this instance, it is a clear Shuffle(0) due to using a variable of X and that variable being clearly defined as 0. This means that you should be forced to shuffle 0 cards from your discard pile back into your deck (a. k. a. forced to shuffle your deck).

As I share your frustration towards the FFGForums search engine, I did my homework and found a way to use Google to search inside the FFG website: in the google search box you type your search keywords followed by "site:http://www.fantasyflightgames.com/" without the quotation marks and you should be given more results than when searching with the native FFG search engine.

This way I think I found a topic relating to the discussion you are talking about (link)
