Descent 2nd Edition Skills With no Actions

So yeah, were playing and I am the overlord. I am having good luck but I was wondering about some of these abilities the heroes are using. Namely the disciple. He is using prayer of healing every round in addition to two actions because there is now action arrow on the card. Is this correct usage? Can the heroes use as many skills as they want every round as long as they dont have an action arrow on it?

We are veteran 1st edition players so this is a little strange to us and I trust them, but I want to make sure we are doing things right.

Yep, good to go. As long as it is not considered an action, they can use as many as they like, as long as they can pay any associated cost. What you really need to do, as OL, to stop the skill shenanigans is to make sure that the player your having a problem with constantly stays fully Fatigued. This will make him to be unable to use any skills that cost fatigue.

The Disciple's Prayer of Healing can be a pain in the rear end, especially when he combines it with Armor of Faith. We've got a Disciple in our current campaign and that combination is ridiculously efficient at keeping their party around.

I actually have a question regarding skills with no actions: mind if I hop aboard?

Is it legal for a knocked-down hero to use the Stand Up action (which takes two actions) and then use a no-action skill, such as Prayer of Healing?

No a hero cannot stand up and use Prayer of Healing on himself in the same turn. See the official rule on Standing up:

Stand Up
When a hero is knocked out, he can only perform a stand up action (see
“Knocked Out” on page 15). In addition, this action may only be
performed by a hero that is knocked out. To stand up, the player rolls two
red power dice, recovers damage equal to the ? rolled, recovers fatigue
equal to the ? rolled, replaces his hero token with his hero figure, and
then flips his Activation card facedown to indicate his turn is over
(he may not perform an additional action).
Prayer of healing is done on the players turn and when his figure is on the board. He cannot use Prayer until he stands up, and because the Stand up action forces the player to flip his Activation card imediatly, indicating the turn has ended, after placing is figure on the board, he cannot use prayer after he stands up.
