The Cultist monster has 1 toughness & when Ithaqua is the Ancient One it has 3.When trading monster toughness at places how much toughness in trade is the Cultist worth lf Ithaqua is the Ancient One.

When spending trophies, all modifiers currently in effect are factored in, so Cultists are worth 3 in that case.

It's like the stock market...buy low and sell high. Kill 'em when they have their regular toughness, then cash them in for blessings/deputization/allies/clues when Environments make those monsters tougher.
