Tournament Rules Questions - Data Pack Legality

The official Tournament Rules 1.0 state:

"All Android: Netrunner cards produced by Fantasy Flight Games are legal for sanctioned play (unless banned)."

This is vague.

When, exactly, is a data pack legal for sanctioned play? If a data pack is legal on its release date, where can I find out official release date information for Future Proof, for example?

Another question: Can a Tournament Organizer declare a data pack illegal if the release date is the day before or the day of a Regionals tournament date?

RAW, if you have the cards in hand you can use the cards. The TO can override this rule at their discretion (such as if the pack arrives the day of the tournament and there's not enough for everyone, for example).

You quoted the relevant sentence that says whether a pack is legal or not.

As for the TO being able to modify that, read on in the tournament rules - it's in there.
