Paying events from you hand-actions-and targets

This came up the other day while playing.

Can you play an action from your hand without a target. For example, the new Imperial card Heavy Fire, a zero cost event reads " Action: A target friendly unit gains either Unit or Blast damage until the end of the phase."

If I have no units in play, can I play the card from my hand, with no target? I am pretty sure the answer is no. However, I was in a tournament the other day, and it got ruled the other way…

My opponent tried to play three events like these in one turn, to dump them from his hand.

You cannot. Posting from my phone so I can't link it, but this discussion just came up recently. The rules specifically say that you cannot initiate an effect that uses the word "target" without a legal target.

Thanks. That is pretty much what I thought. I looked up the "Target" term and showed to the T.O. And it clearly says something like "effects that do not have a target can not be initiated." Which made it clear to me, but it was still ruled poorly.

If you get a chance to link it (I looked for a similar post before I made this one) that would be great becuase I could not find it.
