Can City of Spiders copy the efect of Negotiations at the Great sept? I ask this because Negotiations… said if you have no OTHER city plots, and many people said that this plot dont count . thanks.

Yes, City of Spiders can copy Negotiations, provided Negotiations is the only "City" plot in your used pile.
Can it? Negotiations doesn't have the words "When revealed…" on it. It functions that way, but doesn't have the actual text that Spiders is looking for.

On the ones you see online, it's missing "when revealed", but it's definitely printed on the card.
